The Wisconsin Department of Employee Trust Funds (Department) is requesting bids for the Annual Health Insurance Satisfaction Survey, and Health Insurance Plan Ranking Reports. Each year a survey is conducted using a modified Consumer Assessment of Healthcare Providers and Systems (CAHPS®) protocol. Unlike previous bids, the Department is also requesting the compilation of the Healthcare Effectiveness Data and Information Set (HEDIS®) measure used to rank the quality and performance of the Health Plans offered to the State of Wisconsin subscribers. The selected vendor must be certified by the National Committee for Quality Assurance (NCQA) or have a minimum of three years experience with a large complex (multi-health plan) combined CAHPS® and HEDIS® project. The total eligible subscriber population is estimated at 80,000. The
subscriber population in each of the approximately twenty (20) to twenty-four
(24) health plans or distinct service areas varies from under 100 to over
18,000. The CAHPS® portion of the study is unique in that
it is primarily an Internet-based study with mail follow up and that that
employees have permission to complete the survey on work time. Email addresses
for most employees are expected to be available as they have been for
the past six years that this has been an Internet-based study. Note that
the Department does not have email addresses for retirees, and that they
make up approximately 20 to 25 percent of the sample population. Retirees
and active employees without email addresses are given the opportunity
to participate via the Internet through an invitation mailed through the
U.S. postal system. Finally, the selected sample that do not participate
via the Internet are invited to complete a printed version of the survey
and return using a postage-paid envelope. For the 2011 study, nearly 75
percent of completes were achieved via the Internet. The HEDIS® portion of the study is based on the collection and analysis of the quality performance measures specified by NCQA for the services provided by the State's participating health plans. The collected data will be compiled and analyzed to produce the annual Health Plan Report Card designed to help subscribers make their annual health plan selection during the "It's Your Choice" Enrollment Period based on the quality and satisfaction rankings. In addition, the selected vendor will work with the Department to produce detailed ranking reports that provide feedback to the health plans, along with quality rankings the Department can utilize in assigning performance credits during the annual bidding process. The contract is proposed to be effective in January of 2012 and will run through December 31, 2012, with an option, by mutual agreement of the Department and the selected vendor, to renew for four (4) additional one-year periods.
